The European Union has launched a major funding call for civil society groups in Ethiopia. This EU Call for Proposals in Ethiopia 2026 offers almost six million euros to support local organizations. It aims to help these groups build stronger communities, improve governance, and link to key EU investments under the Global Gateway plan.

Goals of the Call

This funding comes from the EU’s CSOs Thematic Programme for 2021-2027. The main goal is to make Ethiopian civil society organizations more independent, strong, and active. These groups will push for better governance, fair economic growth, and support for Global Gateway projects.

The call splits into two lots. Groups can apply to only one lot. Each proposal must cover at least three priority areas with a clear plan and strong results.

Budget and Grant Details

The total budget is EUR 5,829,000. Each lot gets EUR 2,914,500. Lot 2 funding depends on the 2027 EU budget.

Grants are fixed at EUR 2,914,500 per project. The EU covers 95% of costs. Groups must find the rest from other sources, unless they prove full funding is needed.

Lot 1: Building Civil Society Strength

Lot 1 helps local and grassroots groups gain skills and influence. It focuses on policy work, advocacy, talks with leaders, and checks on accountability at local and national levels.

Key areas include better policy input, clear advocacy with facts, transparency, partnerships, community ties, and strong group management. It also protects space for civil groups and pushes for better laws.

A big part is Financial Support to Third Parties (FSTP). Groups must set up open aid for small local organizations. At least EUR 1,860,000 goes to this, plus EUR 291,000 for their training.

Projects happen in at least three spots: Somali, Harari, Sidama, Gambella, South West Ethiopia, or Dire Dawa City Administration.

Lot 2: Linking to Global Gateway Sectors

Lot 2 boosts civil society roles in four key areas: clean energy, sustainable farming chains, health systems, and digital changes that put people first.

It covers better rules, open investments, community input, skills training, oversight, safeguards, and complaint systems. Actions tie to real Global Gateway projects in at least three Ethiopian locations.

Who Can Apply

Only non-profit groups like NGOs, networks, or associations qualify. The lead group must be legal, non-profit, and handle the project. It needs to be based in an EU country, Ethiopia, or allowed areas under EU rules.

The lead must team with at least two Ethiopian-registered co-applicants. The team needs experience with one EU grant over EUR 1.5 million in the last three years, three years aiding local groups, and running third-party aid.

Non-Ethiopian leads must know the local scene, have run two projects with locals, and involve them fully.

Project Length and Rules

Projects last 36 to 48 months. All must include youth input, human rights focus, gender equality, women’s power, and conflict awareness.

Proposals need clear links between needs, goals, activities, and measures. Use one main goal, good tracking, and equal partnerships.

How to Submit

This is a restricted call. First, send a concept note online via PROSPECT. Register in PADOR and the EU Participant Register early.

Concept notes go in English, follow the format, and include all key info. No extra files count at this stage. Top ones get invited for full proposals with budgets and plans.
